Applying GPS Tracking Devices in Industrial Waste Management Project

The Waste Transporting Vehicle Track System (Global Positioning System, GPS) was established by EPA in 2002, and there were over 9,000 vehicles monitored by the GPS system. It’s not only effective for industrial waste transporting management, but also eliminated occurrences of illegal behavior. However, there were still a few unscrupulous vendors trying to violate the Solid Waste Management Act by illegal dumping. In order to enforce regulations, the EPA conducted” Applying GPS tracking device in Industrial Waste Management Project” from 2016 which expected the inspectors could apply the GPS tracker technology to find out the illegal dumping with limited manpower. In 2017 project, we started from upgrading the functions of GPS tracking device based on the practical implement shortcomings from last year and the inspectors’ expectations. Then we have 2 advanced brands of GPS tracking device including several customized specifications: powerful magnet, water repellent, remote wake-up call, anti-detection, and remote multiple frequency adjustment. This project allocated 35 GPS tracking devices to 4 environmental inspection authorities respectively in April and May 2017. In addition to the improvement of the GPS tracking device, the project paid another attention to optimizing the tracker monitoring system which has been completed in August, 2017. According to the actual usage requirements from environmental inspection authorities, the superior functions consisted of: warning notification, comparison tool, suspiciousness analysis, track paths output and result reporting. The above achievements could be defective without manipulation in the illegal dumping investigation process. Therefore, we held the tracker monitoring system education training for the inspectors and to fully comprehend their experiences and preferences. Eventually, this project compiled feasible scenarios for the tracker applications in both law and operation aspects. In terms of laws, the GPS tracking device was such an unfamiliar concept. In this project, we peruse the present regulations and specified recommended amendment to intensify the flow of industrial waste self-management obligation to enterprises. The other part is the summary of this year’s implementation results. The percentage of successfully assisted inspectors solving cases was significantly improved from last year. This situation indicated that tracker operation evaluation, waste condition analysis and tracker specification customization does play a decisive role in this project. This year, we also list the targets of conditional investment (including little water-based solid waste, dry waste, and solid and non-metallic waste objects) and not recommended for disposal objects (high water content waste and metal-containing waste), as a strong basis for the implementation of future investment.
